God does not leave things to chances.
Because He cannot leave things to chances.
For great is His responsibility.
An absolute law must exist in order for cosmos to exist.
A slight misalignment of atomic structure and the whole universe will cease to exist.
If God is able to determine at Will, then He is unable to disable His power to dictate at Will.
Just as it is unable for God to sin. God is unable to leave thing to choices.
The ability to dictate at Will is one of God's attribute.
The ability to dictate at Will is God.
